Removing /System/Library/CoreServices/ist on the drive should let the mini boot Lion. There seems to be the possibility of putting the mini into Target mode and then installing Lion via another compatible Mac over FireWire. Wierdly enough theres no information on the macmini2,1 EFI updates on apples website.
